According to the Snopes article on this topic, this image was created as an entry for a September 2010 CRACKED Photoplasty contest that asked participants to come up with "Counterproductive Public Service Announcements". The contest aimed to create mock PSAs that were intentionally absurd or contradictory.

The image features text stating "Everybody deserves to be treated equally" followed by "It doesn't matter if you are black or yellow or brown or normal." This self-contradictory message was deliberately designed to subvert its own supposed message of racial tolerance by implying that non-white races fall outside the norm.
