IAEA defines a significant quantity (SQ) as “the approximate amount of nuclear material for which the possibility of manufacturing a nuclear explosive device cannot be excluded. SQ for natural uranium is 10 tons.

“Nuclear Follies. The failure of the U.S. nuclear power program ranks as the largest managerial disaster in business history, a disaster on a monumental scale. The utility industry has already invested $125 billion in nuclear power, with an additional $140 billion to come before the decade is out, and only the blind, or the biased, can now think that most of the money has been well spent. It is a defeat for the US consumer and for the competitiveness of US industry, for the utilities that understood the program and for the private enterprise system that made it possible. Without even recognizing the risks, the US electric power industry understood a commitment bigger than the space program ($100 billion) or the Vietnam War ($111 billion)…"

...and, in little more than a decade, transformed what elsewhere in the word is a low-cost, reliable, environmentally impeccable form of energy into a power source that is not only high in cost and unreliable, but perhaps not even safe.

The scale of U.S. nuclear power program's collapse is appalling: 75 plants canceled since 1978, including 28 already under construction, with another half-dozen or so cancellations in prospect. Even in its death throes, the U.S. nuclear program looks ambitious: 16 new stations put into commercial operation since 1979, another 3 this past year, and 40 more units by the end of the decade. By that time nuclear power will account for something like 20% of the U.S.' total generating capacity up from 14% today. Altogether, these stations will be producing 129, 725 megawatts, more than the nuclear capacity of France, West Germany, Japan and the Soviet Union put together. But that's it. the most ineffectual, such measure is the recurring proposal for a “fuel bank” that would assure nuclear fuel supplies to countries with nuclear power plants
to dissuade them from pursuing reprocessing or enrichment technology. This rationale takes at face value the excuse countries give—that they worry about “security of supply”—to mask other reasons. In reality, existing commercial contracts provide a high level of assurance. The talk about fuel banks allows governments to maintain the illusion of measures to control proliferation without having to incur any political costs.

TRU burning in fast reactors is the only way to reduce the TRU inventories going to waste disposal using fission reactor technology. However, such reductions in the TRU content of HLW streams are counter-balanced by large increases in the total fuel cycle inventory of TRUs. For example, as far as Am is concerned, the comparison between once-through fuel cycle and TRU burning in Fast Burner Reactor shows a reduction of the inventory going to waste by a factor larger than 100. But it would take more than 108 years of operation at equilibrium to compensate for the higher Am inventory in the fuel cycle.

These results indicate that in order to obtain significant reductions in total inventories of Am or other TRU, advanced nuclear fuel cycles would have to be maintained for a very long period time – on the order of several hundred years.
