If I benchmark it to 1998 dollars, NIAID is seemingly the big outlier, 3.2 (FY04) to 3.4 (FY09) times the size they were in nominal dollars. most of the others cluster from 1.8 to 2.2 x.

annual appropriations for NCI, NIAID, NHLBI, NIGMS and NIDDK represented as a % of the 1998 allocation to emphasize the impact of the doubling on the nominal dollars from FY03 onward.

NIH budget from FY90-09 represented as a percentage of the 1990 budget. These are nominal dollars and of course the grinding erosion of inflation means the spending power did not increase 400% across this interval.

The % of the NIH budget allocated to NIGMS FY90-FY09 relative to the amount awarded to NIDA, NIAAA, NEI and HIMHD. The latter, of course, is supposed to handle health disparities across the entire NIH set of health focii and missions with what was 0.7% of the budget in the 2000s and is only about 1.1% now. Sort of like NIGMS is tasked with covering basic research across the scope of the rest of the NIH Institutes or Centers, except with 6.5% of the budget and up to 7.1% now.

Whereas NIGMS rigorously boots any proposal that has even the slightest hint of any sort of translation or direct application to a health concern.
