The Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, the Right Honourable Ed Miliband, following his recent appointment, met in Madrid on July 29 with the Minister of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain, H. E. José Manuel Albares Bueno.

At a time when Europe is facing record heatwaves and terrible wildfires as a consequence of the climate crisis, the two Ministers agreed that this summer’s wildfires demonstrated that climate change was now a national security emergency facing Europe and threatening our way of life.

Both parties agreed that tackling the climate crisis was an urgent policy priority for all countries- to tackle the cost of living, protect health and wellbeing, and to ensure European economic and energy security. The two Ministers noted that climate action was essential to protect not just current generations, but our children and grandchildren too.

The two Ministers underscored the priority they attach to combating climate change within their foreign policy and agreed on the need to co-lead the green transition, convinced that decarbonisation, energy security, environmental protection and resilience are inseparable from our security and the prosperity and competitiveness of our economies.

Both parties recognise that climate change is a global challenge that must be addressed through effective multilateralism and respect for International Law. In this regard, both Ministers reaffirm their support for the United Nations Framework Convention on Climate Change and express the need to work towards the fulfilment of the international commitments contained in the Paris Agreement, underlining in particular the urgency of increasing global efforts to limit the increase in temperature to 1.5°C above pre-industrial levels. The committee has received my presentation. I am looking at this from the point of view of a legal practitioner because it is legislation that is before the committee. As far as I can see from the list, I may be the only legal practitioner to speak as a witness. I take that responsibility very seriously. I have been practising as a lawyer for a scary number of years now, beyond four decades. It has been a particular interest of mine to look at this topic of how we stand in the world, how we look out to the world and how we engage with the world.
This proposed legislation is alarming to me as a lawyer because of what it does not say. As a lawyer, it is the absence at its heart that strikes me.
Lawyers love absences because we can dance through them and bring people to unexpected destinations. I will refer back to something Professor Ray Murphy of the University of Galway, a former Irish Army captain, said when he spoke to the committee. He said:
Allowing Irish forces to go to non-UN-approved forces is opening a carte blanche for major operations of a nature which we cannot predict. If we send forces on the ground, as part of an EU or NATO force, we cannot be sure what will happen or how the situation will evolve. Will we become embroiled in an actual armed conflict and be a party to a conflict? So much, then, for our policy of military neutrality and all of the other principles that we have stood for over many decades.
I will move quickly to a profoundly important statement made by the Tánaiste, Deputy Simon Harris, yesterday. It was reported widely and I believe it will be the subject of consideration by this committee. The Tánaiste said he did not believe the European Union had brought itself into compliance with the advisory opinion of the International Court of Justice issued in July of last year in respect of the occupied Palestinian territories. That is a profoundly important statement especially in the light of the repeated assurances officials gave the commit…

Paying the cost of data centres
Sir, - Jack White's article ("Data-centre energy demand adds hundreds of euros to home electricity bills," May 28th) on data centre energy demand raises an issue the Irish Government can no longer ignore.
Data centres are not just an energy or climate issue; they are a cost-of-liv-ing issue too.
We are often told about the benefits of Ireland's FDI-led model. Yet the article reports research that data-cen-tre growth added an estimated €360 to household electricity bills between 2015 and 2023.
This raises a simple question: why should ordinary people be asked to help pay for the expansion of some of the richest tech companies in the world?
Irish households need honest information about these costs, and a guarantee that they will not be left paying the bill for rapidly rising corporate energy demand. - Yours, etc,

The official figures only record those in state emergency homeless accommodation, but discounts those that are in ‘own-door’ temporary accommodation, domestic violence refuges, asylum seekers, people who are sleeping rough, and the very many who are ‘hidden homeless’ and staying with family or friends in insecure housing. No official homeless data was published between Aug-Oct 2014 so a gap exists in the above graph for this period. In August 2023, the figures for single adults was reduced by 308 individuals to correct a data error in the PASS system.

or the better part of three decades, Ireland has run two industries that amount to the same thing. The first is a tax jurisdiction designed to attract American multinationals; the second is a cultural export operation designed to make Americans feel good about Ireland.
Both require the same posture of facing outwards, being easily understood, being charming, and not complicating things.
This is because the Celtic Tiger needed foreign direct investment, and foreign direct investment needed a story; that Ireland is friendly, English-speaking. harmless and fun. Come build your European headquarters here, where the craic is mighty and the pints are fresh-just don't look too hard at the housing.
And it worked, at least on paper. But behind the shop front, the country that this money was supposed to build has not been built. The International Institute for Management Development has found that Ireland's basic infrastructure now ranks 44th out of 69 countries, down six places in a single year; the Fiscal Advisory
Council puts the infrastructure stock at 25 per cent below the average of high-income European peers; and business electricity pricesare the highest in the EU.
A country that styled itself as the most efficient gateway to Europe cannot reliably power itself, house its workers, or provide them with a functioning public health service.
In the same footsteps, the cultural side of this bargain was no less transactional.
The Ireland that counted, and was taken seriously, was always the Ireland that made sense somewhere else.
