Ireland has two separate legally binding targets for greenhouse gas emissions.

One is dictated by Ireland's own Climate Act. It is to ensure emissions fall to 51% below 2018 levels by the year 2030.

The other, from the EU Effort Sharing Regulation, is to ensure emissions are 42% below 2005 levels by that same year, 2030.

The EPA report says Ireland is way off achieving either of these targets.

Submission on Aarrhaus as part of the government committee consultation on the regulation of costs payable

I wish to express my grave concerns regarding this consultation process and its proposals for consideration, as follows:

1. I strenuously object to the underhanded means by which this process was organised. the timing of same and the extremely short time span permitted in order that public engagement would be limited, No entity with fairness and openness at its core would stoop so low in restricting the opportunity for public engagement. I'm sure you will agree that making critical information available to the pubic on December 23, effectively Christmas Eve, and allowing such a short period for examination and consideration of the information demonstrates a clear intent to limit or hide the process from public engagement. I only became aware of this consultative process on January 5th thanks to mentions on social media from other private citizens, many others who would hold an interest in this subject matter were entirely unaware when I asked what their thoughts were. I did not see any notification from the relevant department or in any newspaper article during this typically very busy holiday period. As I understand it, multiple requests were made to the Department to extend the submission date to no avail. Again, this seems rushed and extremely unfair.

This unacceptable notice period is just one example of breaches of fair procedure. It cannot really be considered a consultative process when it is occurring after a period of 2 years planning in private without any consultation, public interest was excluded rather than encouraged.
2. The documentation available on the website, once visited, was wholly inadequate. References were made to other reports yet I could not locate these directly on the website at all.
