And it all seems to come back to this letter from Sean Fraser, stating for Calgary to recieve the HAF funding it must "end exclusionary zoning city-wide by legalising much needed missing middle housing."
The conditions of the funding stipulate that for the fourth advance of the funding the city needs to achieve its Housing Supply Growth Target and Additional Targets (so Schedule B). There's also this:
Section A contains specific action items, so things the city will undertake. Section B resembles Farkas' remarks - it includes housing supply growth targets.
