That’s entirely the point, it’s meant to be disarming. Zangief from Street Fighter is another example where yeah, he’s wearing trunks but he’s so big and strong he manages to be cool and intimidating in his own way. In Superman’s case it’s also to help those who see a man flying around not fear him
