It's honestly hard to think of a dumber policy idea, or one less consistent with left-wing values. Thankfully, the article does quote an expert who points out some of the problems with the idea.
I think the intended meaning here is "we place a high importance on your opinion" but there's an equally grammatically correct and very different alternative reading.
