Okay, hear me out. We have a 9 pound dog that we can take with us on flights. It’s awesome. Small dogs can have big personalities and be reactive etc but ours isn’t? Whatever you get you want a lazy dog who doesn’t need to be exercised 5 miles before 8am. Ours is super lazy
