We have the same problem with Trimet we have with bike infrastructure. For reasons of equity, cost, and conveniences (for gov not people) everyone got a 'little' biking and 'little' transit. So nowhere gets critical mass. If you want a mode adopted you need a dense blanketing in a small area. 2/
