6/ Safety Starts with Trust It’s not enough to react after something goes wrong. Building a holistic public safety response in addition to police and fire requires building a foundation of trust, support, and opportunity.

5/ Living Wages Strengthen Public Safety A holistic safety strategy also means paying first responders living wages. Asheville must be able to recruit and retain excellent staff, and those workers should be able to afford to live in the communities they serve.

4/ A Practical Plan for Asheville Kim has called for an Office of Community Safety and local HEART program. The City and County can reduce duplication by expanding Community Paramedics, beginning with a Downtown Asheville pilot supported by sales tax revenue from the Downtown Improvement District.

3/ Learning from Durham’s HEART As Co-chair of Local Progress NC, Kim has met with Durham leaders about HEART, a program that sends trained responders to calls involving mental health crises, substance use, and homelessness. Durham’s results show that a coordinated, non-police response can work.
