It would be conviction if a criminal charge - not a civil one. They’re a local bylaw infractions & wouldn’t be raised to a federal level that I know of… but I’m no lawyer! 😅 Here’s a screenshot from an article by a Canadian law firm that gives examples of the types of convictions they mean.

They don’t. That’s likely a pet which was released or the progeny of one which was. They are a non-native (aka invasive) species in the area. It’s like seeing a feral cat colony or “wild” pigeons or “rabbit parks.” They aren’t wild. They’re pets someone didn’t want any more & dumped.
