CONNIE CHAN besting SAIKAT CHAKRABARTI in initial San Francisco congressional results. Chan is at 28.1% and Chakrabarti has half at 13.5%. SCOTT WIENER, as expected, is over 40%. Chan has a commanding lead over Chakrabarti.

LIVE: Early results have Democrat Xavier Becerra (26.6%) and Republican Steve Hilton (26.1%) leading the tight race for California governor. Tom Steyer is in 3rd with 20.1%. Only 12.5% of precincts are reporting.

Meanwhile, San Francisco has seen the closure of traditional shelters, which are typically longer-term and low-barrier. The city also plans to shutter multiple permanent supportive housing buildings.

Lurie has expanded the traditional definition of a shelter “bed:” Many of the new “clinically intensive” beds are designed to provide compulsory treatment or stabilize people in crisis, for periods as short as 24 hours. In some cases, the beds are chairs.

$8 million is going to four measures on the ballot for the S.F. election on June 2. Most of that is funding dueling business-tax measures: The “overpaid CEO tax,” Prop. D, and a competing measure placed on the ballot in hopes of sinking it, Prop. C.

Around 120 arrests included in the analysis are also documented in news coverage or in habeas petitions, which attorneys file to get their clients released after they are arrested. Mission Local reporters read through the petitions to understand what these arrests look like.

There were an estimated 539 arrests at immigration appointments, and 193 arrests likely in the community, often in the street, or outside of people’s home or workplace. Another 147 arrests happened in hallways outside of immigration courtrooms.
