Rent-seeking is the act of growing one's existing wealth by manipulating public policy or economic conditions without creating new wealth.[1] Rent-seeking activities have negative effects on the rest of society. They lead to reduced economic efficiency due to misallocation of resources, stifled competition, lower wealth creation, a loss of government revenue, increased income inequality,[2][3] increased debt levels,[4] the risk of increased corruption and cronyism, the decline in public trust in institutions, and potential socioeconomic and institutional decline.

Successful capture of regulatory agencies (if any) to gain a coercive monopoly can result in advantages for rent-seekers in a market while imposing disadvantages on their uncorrupt competitors. This is one of many possible forms of rent-seeking behavior.

I wondered if context was being lost, but the context doesn't really help.

Mark Tait, who lives near Durham, tells the BBC the bus fare cap will make little difference to him.

"This is great if you use the bus, but no good for those who drive. Yet again, the working class person is left out," Tait says.

"I work 13 miles away and for me to use public transport it would take three buses. They keep talking about using public transport, saying it's better for the environment but that's not always possible."

Tait says the announcement was fine for older people or students, "but for the majority of people who work the £2 cap means nothing to us".

"But a further cut on fuel duty would help," he says.

Honestly it's the white phosphorus that alarmed me the most. That shit is just... the worst.

From Wikipedia: White phosphorus ignites when interacting with oxygen, releasing a large amount of smoke during combustion. The military can use the curtain to mask troop movements. However, the chemical characteristics of the substance make phosphorus bombs especially dangerous: the burning temperature of phosphorus is 800–2500 °C; it sticks to various surfaces, including skin and clothes; the burning substance is difficult to extinguish. White phosphorus can cause deep burns down to the bones, and remnants of the substance in the tissues can ignite again after the initial treatment. It is difficult for military doctors, who are usually limited by medical resources, to provide timely and full assistance to the victims. Even burn survivors can die from organ failure due to the toxicity of white phosphorus. In addition, fires caused by incendiary projectiles can destroy civilian buildings and property, and damage crops and livestock. Humanitarian organizations such as Human Rights Watch are calling on governments to include phosphorus warheads under the UN Convention on Certain Conventional Weapons.
