I was about to head out but tuned in just in time to hear Clr Rashovich saying he was going to support the $1.4mil for the Globe & was like, "No more debate needed. Just go to vote. It'll be unanimous." And sure enough, that's what happened. Globe got their money! #yqrcc

Up now, Mitch Molnar from Mitchell Developments who is also a board member of Economic Development Regina. Here's his submission to council. He notes that as a developer, other heritage redevelopments they've undertaken have faced similar cost escalations. #yqrcc

Turnbull is going to move a referral to include KPIs for weed control. #yqrcc
Mandla is asking for bathroom access in Pepsi (aka People's) Park. He also wants public access bathrooms in parks across the city. #yqrcc
Up now, semi-annual review of closed Exec Cmte items. This is a list of items that were considered in private session of Exec Cmte which can now be released to the public. #yqrcc
Up now, Rapid Housing Initiative 3 - Land Transfer and Operating Agreement. This will shift the running of the housing project at 2710 5th Ave over to YWCA. This was well discussed at exec last week. It passes unanimously. #yqrcc
Next, rezoning 1578 Elphinstone from Residential Urban to Residential Highrise. This also passes unanimously. #yqrcc
Next rezoning 2450 Harvey from Residential Urban to Residential High Rise - this will increase the allowable density. Passes unanimously. #yqrcc
Up first, we have zoning amendments. First, changing 120 Broad from Mixed Highrise (commercial or mixed commercial/residential) to residential high-rise. Passes unanimously. #yqrcc
Admin has also provided a table of changes to allocations from the 2026 budget to today's preliminary forecast. #yqrcc
Admin has listed the service reductions they're considering to get the mill rate increase down to 5.81%. I'm hoping council's questions today will probe what all these mean in detail. #yqrcc
You will note that w/in the 5.81% mill rate increase admin is considering, there is a 4.81% increase for the police. Which is a substantial chunk. #yqrcc
Today's meeting is a preview of the general operating budget. Admin has been tasked w/ keeping the mill rate increase to w/in the bottom 25% of mill rate increases of their comparator cities. That puts their target at 5.81%. #yqrcc
I'm at Mock City Council in Henry Baker Hall! 10 students have been through Clr Flores' City Council Bootcamp and today they'll be acting as councillors, bringing their own motions, hearing from admin. I'm very excited. #yqrcc
Froh has an amendment. He's asking for a supplemental report on how tax increment financing could be used. It also asks how city can support infill development by acting as pre-developer to provide shovel ready options for developers. #yqrcc
Vote on Turnbull's amendment: Passes 8 to 2. Bezo & Rashovich vote against. Oh man… they've changed the voting screen so the type is smaller & it's even harder for my old man eyes to read it. #yqrcc

Here's Turnbull's amendment. So she wants to remove the advocacy for single stairwell apartments & wants to add language around people w/ disabilities & caregivers & include consultation w/ the accessibility committee. #yqrcc
Land trusts & city-led land development are two things that council talked about YEARS & YEARS ago. Mayor Fougere was always the biggest obstacle to those & he's why we're not farther along on them. (Fiacco was just: How make taxes zero???) #yqrcc
Again… You can't have low taxes and low density. It doesn't work. #yqrcc
The YWCA will be taking land at 2710 5th Ave N for this Rapid Housing project. The city received funding for this in 2023? I don't remember the details. Apparently, there were problems w/ it & YWCA is stepping in to take this over. #yqrcc
Hmmmmm… get people to live downtown? That sounds familiar. Like we've already talked about how to make that happen. Oh right… action items N1 & N2 from the original 2009 Downtown Neighbourhood Plan. #yqrcc
