Want to help us take a big hammer to that half century of downzoning? See you on Wednesday at 5PM outside City Hall!
Our first win in the Inner Eastside for All campaign came when the city incorporated Inner Eastside upzoning into the 2024 Housing Production Strategy. But the current plan calls for a multi-year implementation timeline for the project that wouldn’t result in zoning changes until 2028. /7
We concluded that undoing Portland’s housing crisis and building great neighborhoods will require an even bigger step than the residential infill project. We need to allow four floors and corner stores on every lot in the Inner Eastside, which is still zoned almost entirely for low density homes /6
We also found ourselves asking: what zoning rules created the great Portland neighborhoods that exist today? Northwest Portland allows apartments on almost every lot in the neighborhood, and it’s one of the most desirable neighborhoods in the city. /4
Since RIP it’s become apparent that Portland is not seeing middle housing development in expensive Inner Eastside neighborhoods. Because Inner Eastside land is expensive, it doesn’t make financial sense to develop a lot there if you can only build four new units. 3/
In 2020, Portland adopted the Residential Infill Project (RIP) which ended single-family zoning citywide and kicked off a boom in middle housing development. But RIP didn’t solve our housing crisis, and P:NW members started strategizing after it passed on what the next step should look like. 2/
