It’s not a stretch. He is from Texas. He has never been from Santa Fe. That was his base of operations. The official pages are not their birthplaces, though some do overlap. Here are a few more:

Dva wasn’t born IN the MEKA base, but she is from Busan.

Pharah was stationed in Giza—she was born in Canada.

Sigma is not from The Hague, he was just held there.
