He intentionally said the GOP, not HE, should nationalize elections, alluding to the part of Article I that says Congress (aka GOP) can make or alter state regulations. This MEGA Act is how they're gonna try to do it and what they concoct re: 2020 GA vote will be their claim that it's needed.
