As we wait for the Senate to return and finish the budget process, the #PAHouse has continued working to advance legislation that improves everyday life across the Commonwealth. Here are just a few of the bills we passed last week 👇
PA’s budget deadline has come and gone, and I am disappointed that, for the fifth year in a row, we have not reached an agreement on time. Crafting a state budget is one of the most important responsibilities we have as legislators and Pennsylvanians deserve leaders who can get the job done on time.
Today marks 62 years since the Civil Rights Act became law. It is our responsibility to protect the freedoms previous generations fought so hard to secure and to continue working to create a nation where everyone is treated with dignity, fairness, and respect.
My office will be closed tomorrow, July 3, in observance of Independence Day. Leave us a voicemail at 412-321-5523 or email RepKinkead@pahouse.net and we’ll get back to you when we return on Monday, July 6.

“Kinkead’s north Pittsburgh district was the site of a e-scooter sharing pilot program that ended in 2023. At a hearing on her bill, she said the pilot found enthusiastic scooter users in a part of the city that is both hilly and cut off from adjoining neighborhoods by a lack of transit links.”
Four years ago today, SCOTUS overturned Roe v. Wade, stripping away a constitutional right that generations of Americans relied on to ensure they can make deeply personal decisions about their own bodies and futures.
Thank you to everyone who helps make this annual event possible. Rain or shine, we’ll keep showing up for the fight against hunger.
While this year’s Capitol All-Stars charity softball game was rained out, I was proud to join lawmakers from across Pennsylvania at FNB Field to support our charitable food network and raise funds for the organizations working every day to ensure our neighbors have access to nutritious meals.
Even a little rain couldn’t stop the Capitol All-Stars from coming together to fight hunger!
⏰ Don't miss out on free money for college! The deadline to apply for Federal Student Aid is one week away. 💰 fafsa.gov
Last week at the Capitol, the #PAHouse passed two of my bills; one to protect good Samaritans who help in the event of drug or alcohol overdoses (HB 1944), and another to improve special education funding (HB 2307).
My office staff member Sean Zmenkowski, an Eagle Scout himself, had the honor of presenting a #PAHouse citation to four new Eagle Scouts at Northmont United Presbyterian Church!
Last week at the Capitol, the #PAHouse unanimously passed my bill (HB 2252) to fight the nonconsensual sharing of intimate images. I also introduced new legislation (HB 2611) aimed at holding insurance company executives accountable for coverage denials that result in serious injury or death.
PA deserves safe e-scooter programs! My legislation (HB 1633) allowing municipalities to voluntarily authorize shared e-scooter programs was the subject of a #PAHouse Transportation Committee public hearing this morning. Thank you to all who shared testimony on this issue. Let’s get this done.
