There's a great photo from exactly the same angle taken of Camden LBC's *first* council meeting (the chamber is rather busier). This was on the wall at the Crowndale Centre, Mornington Cresc, when it housed the temporary chamber while they renovated Judd St

Reason 2: The publicity requirement in s9KC(2) adds credence to the view that you cannot make the change all at once (ie, make the resolution and deliver that change at the same meeting). Here's the relevant part. (5/)
Reason 1: Here's the exact wording of subsection 4. I think this is unambiguous. You could try to make the argument that you can make the resolution *at* AGM, with the change coming into force immediately - but I'm confident that position isn't supported by the wording. (4/)
