An affordable and in system consideration would be snatching up some legacy DSLR prime lenses in the EF-S format if you can find a good deal. These let in 4x the light or more of your usual f/3.5 kit zoom and helps your ability to use faster shutter speed. $400CAD for these two back when.

A better DSLR than my daily Rebel XTi. The things to keep in mind is definitely image noise in high ISO, which can be cleaned up in software if you shoot RAW files. For your general use impulse photography, phone is going to be faster yes. If you have a small tripod, you can do slow shutter speeds.
