While they share the same general policy outcomes, Abbott and Paxton have often times been at each other's throats. Add in that Paxton is so repellent even a quarter of the Texas GOP voters have an unfavorable opinion of him, there's enough of them that just can't hold their nose and vote for him.

As for queues, the bigger thing is that we vote for everything from our reps to judges to county dog catchers (here in Florida it's mosquito control board) to constitutional amendments in one go. It's perhaps a case of too much "democracy". The 2012 Florida ballot was an extreme case of this.
