upon further testing & inspection it appears these frames ARE used as thought they were! my question about if these were meant to look different still stands, though

what's interesting is that six duplicates of these frames were bundled in with the final game, albeit unused (converted to PNG here for quality) - seems they were meant to encompass the game's FMVs when "MOVIE SIZE" was set to "SMALL" were these perhaps meant to look different depending on the FMV?
