They're two different characters - one is a normal human, and the other is a dullahan. I should probably change up their designs a bit so their heads don't look so similar

Personality-wise, she's very playful, and loves attention. She prefers to carry her head separately from her neck specifically to shock and scare people. She's not evil exactly, but is definitely unhinged and unsettling, as you never know exactly what she's thinking
