Here's the content of the email. I did call the toll free number listed to be able to talk to someone. PayPal only offered support-question-tree hell. The toll free number is the scammer's number. They want to get the pin that is texted to you which is when I knew calling the number was the scam.

Thanks for the research, Alison! No, it isn't. It is definitely coming from PayPal's servers. See Gmail's reading of the headers to confirm sender in attached image. Note that I am BCC'd on this not the direct to: person. I think this is harder to do.
