My letter to PM Carney and the health minister on Alberta’s Bill 11.

Subject: Urgent Action and Transparency Needed to Uphold the Canada Health Act

Dear Prime Minister Carney and Minister Marjorie Michel,

I am writing as a concerned Canadian regarding Alberta’s Bill 11, which allows doctors to operate simultaneously in the public and private healthcare systems, effectively creating a two-tier system. This threatens universality and accessibility, two core principles of the Canada Health Act.

During the federal election, your platform promised to:

"Modernize Canada’s public healthcare system, including cutting wait times in half for life-saving medications, launching a Task Force for Public Health Care Innovation, implementing a national license for physicians and nurses, reducing the administrative burden on doctors, and securing Canadians’ access to their health care data."

While Canadians strongly support improvements to healthcare, some of these proposals — particularly increased innovation funding, national licensing, or administrative reforms — could inadvertently facilitate privatized or two-tier delivery if implemented without clear safeguards.

Under previous federal governments, including Prime Minister Trudeau’s, Ottawa took concrete steps to prevent two-tier care:

Canada Health Transfer deductions (2023): Over $82 million was withheld from provincial transfers when patients were being charged out of pocket for medically necessary services.

Public warnings against pay-for-priority clinics: Federal officials emphasized that insured services must be delivered on the basis of medical need, not ability to pay.

Given Alberta’s Bill 11 and the federal government’s current inaction, Canadians are left wondering whether the modernization agenda is intended to preserve public universality or to open the door to privatized access. If there is a plan that could allow two-tier care under the guise of “modernization,” the government must be transparent with Canadians about it.

I urge your government to:

Investigate Alberta’s Bill 11 for compliance with the Canada Health Act.

Take immediate enforcement action if it violates Canada Health Act principles.

Clarify publicly how the modernization agenda will preserve universality and prevent privatization.

Canada’s public health care system is a defining national institution. It is imperative that the federal government act decisively to maintain equal access to medically necessary care for all, regardless of ability to pay. Transparency and enforcement are essential to preserve public trust.

Here is the letter I sent. Feel free to use as a template.

Dear Mayor Farkas and Members of Calgary City Council,
I am writing to express my strong opposition to the transit cuts being brought forward by Councillor Andrew Chabot, including his proposals to:

1. eliminate free transit for youth 12 and under,
2. eliminate Calgary’s Downtown free-fare transit zone, ugh
3. and eliminate the low-income transit pass.

These proposals would have immediate and significant negative impacts on Calgarians, particularly families, low-income residents, and people who rely on safe, accessible mobility in the downtown core.

Free transit for children helps families manage costs and encourages early use of public transit. The Downtown free-fare zone promotes mobility and economic activity while easing congestion. The low-income transit pass is a vital lifeline for many residents who depend on it to maintain employment, access services, and participate in their community. Dismantling these supports would deepen inequity and place additional burdens on the people who can least afford them.

I am deeply troubled that Councillor Chabot has justified these cuts by describing free youth transit as having “created nothing but problems,” and the free-fare zone as increasing “social disorder.” These claims unfairly shift responsibility for complex social challenges onto children and low-income transit riders, rather than addressing safety and social issues through evidence-based policies and compassionate strategies.

These austerity proposals are even more troubling given Councillor Chabot’s previous support for the $831-million public subsidy for the new arena project—an enormous financial commitment that overwhelmingly benefits private interests. It is difficult for many Calgarians, myself included, to reconcile the decision to champion nearly a billion dollars in public funding for an arena while now trying to cut essential, high-impact transit supports that support our most vulnerable residents.

Prioritizing a publicly subsidized arena while reducing basic transit access sends a clear and concerning message about whose needs are being put first.

I urge Council to reject Councillor Chabot’s proposed cuts and instead reaffirm your commitment to an accessible, reliable, and equitable transit system. Transit is not a luxury; it is core civic infrastructure that supports economic participation, safety, and community well-being.

Out of one side of his mouth, Carney is promising more money to the military — the largest hike in defence spending since World War II. But out the other, he’s telling his Ministers to tighten their belts and reduce departmental spending. It’s hypocrisy at its finest.

The government wants to cut the budget by $25 billion — and we know that isn't coming from cutting subsidies and handouts to corporations and the rich, it's going to come from cuts to public services and programs.

It's a classic "austerity" playbook that's been played time and time again. And every time, these measures decimate our social safety net, increase inequality, and funnel more money straight to the top — to the weapons manufacturers, real estate developers, and pipeline companies who don’t give a crap about you or I.
