The midterm results may help, but... If (a big if?) USA midterms happen, Dems need a two-thirds majority or major bipartisan votes in Congress if (a big if?) they plan to pass new trade legislation and terminate Trump's abuse of emergency declarations. Otherwise, Trump can just veto all of it.
