It seems the problem is 1) Dems aren't a monolith, and therefore 2) (in poster's opinion) not responsive to being "disciplined" as a Party by means of withholding funds. I interpret this as saying "it's unacceptably hard to inflict the desired collective punishment." But I could be wrong
