Calls to protest the decision to sack an effective and popular MOD are already appearing all over Ukrainian online spaces.

Friends, it's no longer possible to tolerate what's happening with our government. The Minister of Defense is being removed from office during effective (finally!) reforms, replaced by a person under whom any reforms can be forgotten.

We will never defeat Russia as long as the same total mothballing and corruption reign in our army and our ministries.

I call on all caring people to come out tomorrow at 9:01 a.m. to Franko Square and show the president that we are against constant reshuffles in the government and replacing effective ministers with convenient opportunists.

Bring posters and remember that this is a peaceful protest.

In fact, such actions are a very bad sign, just like the pace. Ukraine has only just begun to demonstrate its capabilities in the media space in terms of influencing Russia's economic component. It even started to seem like Ukraine was putting too much pressure on Russia. Some things could have incited the occupiers to abandon their troops in Crimea and other territories. The issue of implementing new metrics in the military and accounting for them could actually reveal a lot that's unpleasant, and things that need to be changed. Yes, some things would indeed scare society in the moment about what's actually happening in the army and would cast a bit of a shadow of weakness. Before building something new, you have to destroy, including a bad foundation. So in the long term, the approach was truly a good one. As for money, there has always been a question with us Ukrainians. Unfortunately, you can't overcome corruption in a database that's encrypted and not subject to changes in a society that's not ready for it. The result you've shown together with the team is truly inspiring, just as the results of some other officials are frightening and depressing—those who, unfortunately, make decisions and issue their orders. I think the impact on Ukrainians and the mechanisms you've launched will give you support, even when you least expect it.

The drone turn will be what gets all the hype, and yes it's a potentially revolutionary thing, but I'd argue that Fedorov's technical reform of the procurement system was his biggest accomplishment. Figuring out the logistics from command and on a shoestring budget while Zelenskyy snapped up all the PR/press and the Americans did such little to help is what makes him and his team so irreplaceable.

Zelenskyy made a major strategic mistake by dismissing Mykhailo. The decision is defensible only if he has a coherent plan to tackle corruption and appoint a defence minister capable of achieving twice as much, twice as fast. For now, it looks bizarre and stupid.

It has been a great honor to serve the Ukrainian people as the Minister of Defense.

Here is what our team managed to achieve:

1. Disabled Starlink access for Russian forces.

2. Took over a Ministry of Defense with zero budget, took a risk, reallocated funds from payroll from the end of the year, and effectively invested them in mid-strike capabilities, fiber-optic FPVs, low-cost reconnaissance, ground robotic platforms, interceptor drones, and deep-strike drones.

3. Launched "Logistical Lockdown", this cut off enemy logistics and initiated the isolation of Crimea.

4. Continued the funding program for the Drone Line.

5. Launched a support program for modern drone-assault units that rely primarily on advanced technologies in combat.

6. Introduced a 70% advance payment policy for procurements made via e-Points on the Brave1 Market portal.

7. Fundamentally overhauled the procurement system.

8. Procured thousands of pickup trucks, buggies, and ATVs for the military for the first time—and did so through open tenders.

9. The drone interception rate rose from 83% to 91%, and the cruise missile interception rate soared from 47% to 87%.

10. Contracted Patriot PAC-2 GEM-T missiles for the first time, and submitted an application through an EU loan to purchase PAC-3 missiles.

11. Launched a baseline drone supply system for brigades and corps.

12. Launched a massive grant program for manufacturers of explosives and missiles.

13. Initiated an unpopular but vital transformation of the military.

14. Conducted three UDCG meetings, where we successfully broke through the Russian information trap claiming our defeat, restoring partners' faith in Ukraine. This secured $40 billion in support announced for this year (excluding the EU loan).

15. Launched the mechanism to utilize the EU loan for our military priorities.

16. Found a way to scale cheap missiles against jet-powered Shaheds and signed a record-breaking contract.

17. Our domestic ballistics. We radically revised the technical specifications, maximized accuracy, and reduced the cost by 30%.

18. Signed a contract to procure Gripen fighter jets.

19. Collaborated with the military to plan and execute Operation Auchan, which halted the enemy's mechanized offensive for six months.

20. Opened up exports under the Drone Deal program to attract investment and scale up domestic defense-industrial complex (OPK) production.

21. Launched the Trophy Lab, providing partners with the opportunity to study captured Russian military technologies.

22. Launched the Defense AI Center A1 to accelerate the integration of artificial intelligence on the battlefield.

The Pentagon's Civilian Harm Mitigation and Response programme, known as CHMR, was created in 2022 after years of scrutiny over civilian deaths, staffed by about 200 people including roughly 30 at a Civilian Protection Center of Excellence, and built to map civilian presence before a strike and investigate harm after one. A Department of Defense inspector general report published on 13 May 2026 found the department "did not fully implement any of the CHMR-AP objectives" by the end of the 2025 fiscal year, that funding had been cut, meetings had stopped, and personnel had been lost or reassigned, leaving the department at risk of breaching the federal law that requires the programme.

Current and former staff described a deeper collapse than the report set out. By the time of the Minab strike, they told ProPublica, the mission had been cut by about 90 per cent, leaving a handful of staff to track civilian harm as the strike tempo rose across Africa and the Middle East. Wes J Bryant, who ran civilian-harm assessments at the centre before resigning, said seven people remained, locked out of operations and moved to what he called a closet office, and that the programme survived on paper as legal cover. In May 2025 the department had asked Congress to repeal the law requiring the centre. Hegseth, who has called the guardrails hindrances to a "warrior ethos," pivoted when pressed on Iran to blame the Iranian government for placing military targets in civilian areas and said no nation in history had taken more care than the US to avoid civilian deaths.

Ten senators led by Elizabeth Warren wrote to Hegseth on 5 July, echoing the inspector general and charging that the administration had "defunded and impeded civilian protection efforts" in potential violation of federal law. Human Rights Watch said Hegseth's own role in the targeting decisions remains an open question.

Hegseth's public rhetoric matched the doctrine. At a Pentagon news conference on 4 March, four days after the school was destroyed and as the death toll was becoming clear, he declared Iran "toast" and promised "death and destruction from the sky, all day long," saying US pilots had "maximum authorities granted personally by the president and yours truly." He said the campaign was being waged "without mercy" and described using 500lb, 1,000lb and 2,000lb bombs from "a nearly unlimited stockpile." Meanwhile, the civilian casualty toll continued to climb across the region.

US counterterrorism strikes killed children across Yemen, Somalia, Afghanistan, Syria and Iraq throughout Trump's first term. A Navy SEAL raid on the Yemeni village of al-Ghayil days after Trump's first inauguration in January 2017 killed at least 20 villagers, including nine children under 13, among them an eight-year-old US citizen. Mwatana for Human Rights examined 12 US attacks in Yemen between January 2017 and January 2019 and documented at least 38 civilians killed, 13 of them children. In Somalia, where 202 of the 263 US strikes recorded between 2003 and 2021 fell in Trump's first term, Airwars has documented civilian deaths including children through both his terms, with a strike near Jamaame in November 2025 reported to have killed multiple children. Across all its post-2001 theatres, Airwars counts a minimum of 22,000 and as many as 48,000 civilians killed by US actions, a total in which children are a recurring but unevenly recorded share.

Trump's second term has widened that map. A policy specialist at Airwars said that less than 18 months into the second term, US operations had already killed more than 2,000 civilians across theatres including Iran, Somalia, Syria, Yemen, Nigeria, Venezuela and strikes on boats in the Caribbean and eastern Pacific, calling the number of simultaneous theatres unprecedented. In Yemen alone, Airwars tracked at least 224 civilians killed in the spring 2025 US air and naval campaign codenamed Operation Rough Rider, and the Yemen Data Project put that toll at a minimum of 238 civilians with 467 injured, figures that include children. Minab, with about 120 children killed in a single strike, is the largest child death toll of any of them.

Dear Mr. President:
I write to apprise you of military action commenced on July 7, 2026, against the Government of the Islamic Republic of Iran.
I previously notified you of changes in the global posture of United States Armed Forces in the Middle East in response to threats from Iran, including most recently in the biannual periodic update signed on June 11, 2026, as well as in both the June 12, 2026 and June 29, 2026 updates on military action commenced on June 9, 2026; June 26, 2026; and June 28, 2026, all consistent with the War Powers Resolution (Public Law 93-148).
As previously communicated to the Congress, I ordered a 2-week ceasefire on April 7, 2026. The ceasefire was then extended. During the ceasefire, my Administration engaged in productive, good-faith efforts to achieve a diplomatic solution to Iran's malign behavior and to end its threat to the United States and our allies and partners.
These efforts led to my signing a Memorandum of Understanding (MOU) with the Government of the Islamic Republic of Iran on June 17, 2026. The MOU requires the Government of the Islamic Republic of Iran to make arrangements using its best efforts for the safe passage of commercial vessels from the Persian Gulf to the Seas of Oman. Despite this commitment, Iran again attacked several neutral-flagged commercial vessels transiting the Strait of Hormuz between July 6-7, 2026.
At my direction, United States Armed Forces responded, commencing on July 7, 2026, with defensive strikes against targets within Iran including missile launch sites, air defenses, military maritime assets, military support infrastructure, and command and control capabilities.
United States ground forces are not involved in these strikes. These strikes are limited, measured, planned, and executed in a manner designed to minimize civilian casualties. alties. They are focused on military capabilities posing a threat to the

United States Armed Forces in the region, protecting the United States homeland, advancing United States national interests, securing safe passage of commercial vessels through the Strait of Hormuz, and defending our regional allies and partners.
United States Armed Forces remain postured to take further action, as necessary and appropriate, to address further threats and attacks upon the United States or its allies and partners and to ensure the Government of the Islamic Republic of Iran ceases being a threat to the United States and to our allies and partners.
I directed this military action consistent with my responsibility to protect Americans and United States' interests both at home and abroad and in furtherance of United States' national security and foreign policy interests. I acted pursuant to my constitutional authority as Commander in Chief and as Chief Executive to conduct United States foreign relations.
I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148).

Some queers tried to grandstand critique this, saying we shouldn't "out" people. I believe bigots with power deserve no peace or privacy, especially when they hold public office.
