I didn't believe this when I read it back in 2022, but it's even worse now!

I was riding the Missouri River Runner the other day and was confused by the name of a road along the route. Realized it's one of the many ways society reinforces the idea that incarcerated people have to be caged to protect society and should never be released.

Again, a shallow, bad-faith term that is explicitly used in a pejorative context. Its original use dating back to reconstruction has always been pejorative and missing the point, but thank you for literally making my exact point for me.

The Original Stereotype
The image was of a man who owned so little that he could fit his entire life into a single bag. The implication was that he had "no skin in the game":
Rootlessness: He had no permanent ties to the community.
Greed: He came only to plunder the local economy or manipulate the political system for personal gain.
Corruption: He would exploit the local population and then vanish once he’d made his fortune.
Is the "Benevolent" Use Common?
To answer your question: No, using "carpetbagger" to describe someone with good intentions is actually quite rare and usually ironic.
Because the word is a pejorative, it is almost always used by "locals" to attack the legitimacy of an "outsider." Even if a person moves to a town specifically to build a school or fix a park, critics who resent the change will call them a carpetbagger to suggest their "charity" is actually a front for a hidden agenda or a desire for power.

We conduct a randomized controlled trial (RCT) to understand how early-2025 AI tools affect the productivity of experienced open-source developers working on their own repositories. Surprisingly, we find that when developers use AI tools, they take 19% longer than without—AI makes them slower. We view this result as a snapshot of early-2025 AI capabilities in one relevant setting; as these systems continue to rapidly evolve, we plan on continuing to use this methodology to help estimate AI acceleration from AI R&D automation.
