Released ahead of the first anniversary of the International Court of Justice's landmark ruling on States' responsibilities in climate change, our report contributes to a growing body of evidence on State responsibility, climate accountability, and the legal consequences of prolonged inaction.

👩‍⚖️ Knowledge alone does not establish legal responsibility. But it is highly relevant to determining when States' obligations to prevent climate harm arose and to understanding decades of decisions made despite mounting scientific evidence.

Our new analysis examines government archives, scientific reports & official memoranda to document that many of the world's largest historical emitters, including 🇺🇸,🇨🇦,🇬🇧,🇩🇪 &🇦🇺, received credible warnings about fossil fuel-driven climate change from at least the 1960s.
