Hi there,

We’re writing to let you know about upcoming tariff changes that may affect sellers shipping orders to the US, especially when using national postal carriers.

What’s changing

Right now, tariffs on packages sent to the US are calculated differently depending on the shipping service. Starting July 24, shipments sent through national postal services will be calculated more like courier shipments, which are sent through private or express shipping companies.

That means tariff rates may vary based on the type of item you're shipping, not just the country of origin.

For many shops, that means the tariff amount may change, with potentially different percentage rates for different types of products. In some cases, costs may increase. Carriers are expected to start applying the new rates a few days before July 24, likely around July 21.

To prepare, we recommend taking these steps:

Use the tariffs estimator in Shop Manager to review current courier estimates for items you ship to the US. Since postal rates will soon be calculated more like courier rates, current courier estimates can help you prepare before updated postal rates appear in the estimator on July 21.

Based on the estimated courier rates, review and adjust your US-specific listing prices before July 21 so you're ready before carriers are expected to start collecting the updated rates.

Check the tariffs estimator again on July 21, when updated postal estimates are expected to be finalized.

Review your item details and update any HS codes that may be inaccurate. Accurate HS codes are especially important because tariff rates may vary by item type.

We know changing trade requirements can be difficult to navigate. We’ll continue sharing updates as more information becomes available.

On March 1, 2026, France introduced a €2 import fee on certain low-value goods imported from outside the EU as part of its 2026 Finance Bill. In connection with this new law, Etsy will collect this fee from eligible buyers and remit to the French authorities.

In the coming weeks, the €2 fee, plus VAT, will be added at checkout per unique listing when all of these apply:
The order ships to France
The order ships from outside the EU
The total combined value of the items (excluding shipping) is under €150
EU customs fee
Separately, on July 1, 2026, the EU will introduce a €3 customs fee on similar low-value imports as part of Council Regulation 2026/382.
Starting July 1, while carriers start to operationalize the new regulation, the €3 customs fee per unique item per package is expected to be collected at label creation or, in some cases, from the buyer upon delivery when all of these apply:
The order ships to an EU country
The order ships from outside the EU
The total value of the items (excluding shipping) is under €150
Unlike the France import fee, Etsy isn’t currently collecting the EU customs fee at checkout. ...
the EU customs fee may affect your shipping costs and fulfillment for eligible orders. Many carriers are expected to require upfront fee payment at label creation, also known as Delivered Duty Paid (DDP), to reduce friction at delivery and avoid surprise charges for buyers. Some carriers may begin collecting the €3 fee before July 1 for shipments expected to arrive after the deadline. Additionally, not all carriers may be ready to support EU shipping on day one.
We recommend checking with your preferred carrier ahead of July 1 to understand how they'll be handling collection and any associated costs.
Keep in mind that both the France import fee and the EU customs fee will be charged once per unique listing in an order, even if a buyer purchases multiple..."

So it seems those lower rates are correct.
BUT you'd think USPS, eBay, Etsy, Pirate ship would have let sellers know this.
PS usually lets it's customers know a few days ahead of time about any price increase or decreases but not this time."

Is anyone seeing their USPS rates that seem unusually low? My cost is usually $7 - $13, and today I am shipping a package that is actually heavier than I usually ship, and Etsy is giving me

a cost of $5.86..... don't want my customer to have to pay for her package because I didn't put enough postage on her order.

Anyone know of any issues?

Etsy will require DDP shipping to the US (all tariffs and fees prepaid) as of July 9, 2026. Seller protection and other policies will now require this. I wonder if they will FINALLY fix the bugs in the Domestic and Global pricing tool? 🤔 #EtsySellerNews

No one should be surprised by this:
Starting July 9, 2026, per Etsy's legal policy for sellers, section 1.c.9., every item shipped into the US must use DDP - no exceptions. Loss of seller protection is likely only one of the ways sellers will be affected, although I doubt that Etsy will strictly enforce this immediately for everything. (only seller protection is mentioned explicitly, so far) Shops that have other policy issues should expect careful scrutiny on this point right away, however.

While Etsy already had DDP shipping in the search algorithms, the weight of that factor will likely now increase. Other changes are likely coming as well. For example, I expect Etsy to make shipping prices an even bigger part of the algorithms now, since they don't want tariffs added to the shipping costs, and have made that clear from the beginning.

For those who don't have access to affordable DDP options, check to see if Etsy's label integrations now have something to help you, as they added several new ones recently, including some with DDP: https://www.etsy.com/seller-handbook/article/1266789873413

This keeps your item price clear, while helping buyers understand the full cost upfront.

As before, the total may update at checkout if delivery details change or items qualify for combined shipping. If it does, buyers will always see the updated final price before completing their purchase.

Microbusinesses waiting to hear how they will get tariff refunds for the now-illegal US IEEPA tariffs: we'll likely have to wait a while longer. Here's the email I received from Zonos, who calculate and collect tariffs for many postal services, including Canada Post:

Hello Cindy,

Thanks for reaching out about CAPE and IEEPA tariff refunds. Here’s where things stand today.

At this point there isn’t a direct pathway for most merchants to file for IEEPA refunds through CAPE. CAPE is designed for the Importer of Record (IOR) on a shipment, and for commercial cross-border ecommerce shipments the carrier’s brokerage (FedEx, UPS, DHL, etc.) is typically the IOR — not the merchant. Any filing would need to go through the carrier broker, and that process requires ACE portal registration and banking enrollment on the broker’s side.

For postal shipments, CAPE doesn’t currently apply. Postal shipments are submitted as a CSV file rather than as an ACE entry, and an ACE entry is a prerequisite for CAPE. CBP hasn’t announced a postal refund pathway yet.

We’re watching CBP’s guidance closely and will let you know as soon as there’s a clear, actionable path for refund claims.

Etsy finally fixed the Pattern issue. No word on why nearly 7 straight days of seller complaints to Etsy Support did nothing. A forum mod only posted that it was being investigated this morning, then it was fixed in the afternoon 🤔 #EtsySellerNews

Etsy sellers using the Pattern website option are still waiting for the company to provide basic service and fix the security certificate issues. Shop owners are now strategizing in the forum about how to dump Pattern and get websites elsewhere - as I recommend all sellers do. #EtsySellerNews

And to make things worse, we cannot even remedy this situation ourselves: I spent several hours figuring out how to get my own SSL certificate for my website, and managed to actually get one---but cannot install it and fix this myself because Etsy has all of the server info tied up to where we can't access it or add anything. Basically held hostage and not allowed to maybe figure out our own solutions!

Etsy is hosting your domain so you can't do anything. Might be better taking out hosting and doing your own site, as hosting would be around the same price as pattern, plus you'd save a fortune on etsy processing fees and have complete control over your website.

USPS Label Adjustments - 1,398 Packages?! Nearly $5k in Charges

I'm in a serious situation and need advice ASAP.

I just received a shocking email from Etsy stating that 1,398 of my USPS labels were adjusted, totaling nearly $5k in additional charges.

What's even morning concerning is that these adjustments are apparently going back up to 5 years.

I'm trying to understand how this is even possible.

My Etsy account is now deep in the negative, and Etsy is set to charge my card at the end of this week.

Etsy is aware of the problems some shops are having updating listing quantities, and is working on it: community.etsy.com/forum/linkto... The current workaround is to use "Quick Edit" in the Listing Manager to update quantities. #EtsySellerNews

Etsy is revising how review averages are shown in shops and search: www.etsy.com/seller-handb... I plan on having an article out on this by the end of the day. Since they aren't giving us the exact formula for weighting older vs. newer reviews, this could be a mess. #EtsySellerNews
