It's intended to read "He popped the question" with "popped" in larger font than the rest of the words, but the designer inserted a diamond engagement ring in front of the "o", instead of using it to replace the "o"; hence it actually appears to say "He pooped the question".

The Ukrainian is translatable as onomatopoeia for laughing, with the length correlating to the length of the imagined laugh.
