Accession criteria (Copenhagen criteria)

The Treaty on European Union sets out the conditions (Article 49) and principles (Article 6(1)) to which any country wishing to become a member of the European Union (EU) must conform.

Certain criteria must be met for accession. These criteria (known as the Copenhagen criteria) were established by the Copenhagen European Council in 1993 and strengthened by the Madrid European Council in 1995.

They are:

stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities;

a functioning market economy and the ability to cope with competitive pressure and market forces within the EU;

the ability to take on the obligations of membership, including the capacity to effectively implement the rules, standards and policies that make up the body of EU law (the ‘ acquis ’), and adherence to the aims of political, economic and monetary union.

UK regulators have been under pressure to dismantle a series of EU-era rules that politicians argue have hampered competitiveness and growth. Subsequent changes have led to larger banker bonuses, lower capital levels and looser listing rules for companies seeking to float in London.
Reversing those changes would risk derailing the recovery in London’s stock market listings, according to Steve Fine, the chief executive of Peel Hunt investment bank.
“A huge amount of work and effort has gone into improving the landscape for financial services in the UK, which are essential for a viable domestic capital market,” he said.
“The UK now has materially less friction than most other European jurisdictions as a venue for listing. If we want IPOs to come back, if we want the City to thrive, if we want public markets to be a key part of the overall financial markets landscape – this is all been really important. So ripping it up and going back to where we were simply wouldn’t make any sense. We do not want to be choking that off through excessive regulation.”

404 Media has obtained material that explains how Tangles and Webloc, two surveillance systems ICE recently purchased, work. Webloc can track phones without a warrant and follow their owners home or to their employer.

A social media and phone surveillance system ICE bought access to is designed to monitor a city neighborhood or block for mobile phones, track the movements of those devices and their owners over time, and follow them from their places of work to home or other locations, according to material that describes how the system works obtained by 404 Media.

Commercial location data, in this case acquired from hundreds of millions of phones via a company called Penlink, can be queried without a warrant, according to an internal ICE legal analysis shared with 404 Media. The purchase comes squarely during ICE’s mass deportation effort and continued crackdown on protected speech, alarming civil liberties experts and raising questions on what exactly ICE will use the surveillance system for.
