The US must never threaten Iran again, the statement said, and must permanently end the war with Iran and its armed allies in the region. The US must lift the naval blockade of Iranian ports and withdraw its military from the area. The proposed rule OMB-2026-0034 should NOT be taken up. I have supported multiple for-profit and non-profit organizations in their pursuits and awards of federal grants. The competition for ideas was and remains strong. It should not be subject to political whims, culture war conflicts, or the passing notions of political appointees. America’s prosperity relies on this rule not proceeding.

The growth of our economy and businesses have been accelerated and increased by the federal government’s investment in the pursuit of breakthroughs and initiatives that the private sector is both unwilling and unable to take on. The ability for our government to select and invest in the right experts and organizations rests on its commitment to identifying the best proposals - NOT the best proposals subject to political qualifications.

The new rule will make America less competitive and entrepreneurial. It will reward fealty over daring. It will fund moribund ideas over pioneering visions. It will make us less safe, less healthy, and less wealthy - precisely the opposite of government’s intended purpose.

Additionally, the rule suffers from an obvious and fundamental strategic weakness: it places one organization - OMB - at the center of the grant-making enterprise. This is a classic single-point-of-failure organizational design. Not only is the federal grant-making enterprise too big to be managed or governed by one command-and-control node, it will also be fundamentally weakened by such centralized oversight. While OMB retains many powers in governance of federal dollars, it is NOT a research or grant-making organization, and has no experience in that activity; it does not possess nor can it retain the breadth of expertise required to effectively manage the variety of grant-making conducted by the government. Delegating that expertise to individual agencies ensures the rule itself will fail; as power dissipates through distance from OMB’s control, corruption and failure become…
