I am super curious to know how they covertly deployed whatever this is so precisely! Someone must have stood in the center of each circle and spread or sprayed something around themselves. Using google maps I estimate the numerals are each 100'x140'- that's massive!

The numerals are neatly spaced within the grass of the mall, roughly 100' wide and 140' tall. Each circle appears to be about 10' in diameter, and consists of a sharply defined inner circle (possibly spray paint added by investigators) and multiple brown concentric circles.
