We need to end the Wild West that currently is pedicabs in #London. Now I've written to the Dept. Mayor and TfL Commissioner calling on them to delay these regulations to ensure they work alongside #businesses that employ people fairly, and provide #green #transport for Londoners.

Dear Andy and Seb,
I am writing following concerns raised by Pedal Me about the planned commencement of the pedicab regulations on 30 October this year.
I support proper regulation of London's pedicab industry, as made clear in the consultation response made on 18t February by the London Assembly Transport Committee, of which I am member. Passengers should be able to expect safe vehicles, properly checked riders, fair fares and accountable operators. However, I have since become concerned that the current timetable and framework could prevent even responsible operators from continuing to provide passenger services.
Businesses like Pedal Me already operate to many of the standards the new regime is intended to introduce. It directly employs its riders, undertakes right-to-work and enhanced DBS checks, carries public liability insurance, identifies riders and vehicles,

When Pedal Me reached out to me, on account of my previous championing of cargo bikes and their expanded use across the city, they highlighted a number of key concerns. These include the availability of adequate insurance, a workable fares framework, and licensing costs.
Firstly, it is my understanding that there is currently no hire-or-reward insurance product available in the UK market that meets the new requirements for pedal-powered passenger vehicles. If operators cannot purchase the required insurance, they cannot obtain a licence regardless of how compliant they are in every other respect. This raises serious questions about whether 30 October remains a realistic commencement date.
Second, the fares framework. The regulations do not appear to allow a booking or pickup fee before the passenger is seated. This may work for street-hail pedicabs in central London, but it creates a major problem for a dispatched service covering the whole city. A rider travelling significant distances to collect a passenger would receive no payment for that journey. In practice, this could make pre-booked pedicab services outside central London commercially unviable.
Third, licensing costs. Pedal Me estimates that licensing its projected 98 passenger-cleared riders in the first year, annual driver renewal costs as well as vehicle and operator fees would amount to around £35-£40,000 in total costs. This risks forcing an already compliant operator out of the passenger market before the new system has had a chance to bed in.
I therefore call upon TfL to do the following:
1. Delay commencement beyond 30" October 2026 until a compliant insurance product is available and the outstanding issues have been resolved.
2. Review the fares framework so that pre-booked services can charge a reasonable and transparent pickup or booking fee.
3. Reduce or waive licensing fees during a transitional period for existing operators that can demonstrate high standards of compliance.

I would also welcome in your response to this letter an update on TfL's work with the insurance market and what contingency arrangements are being considered if no suitable insurance product is available by 30th October.
More broadly, this should be considered alongside TL's role in promoting fair employment standards across London's transport sector.
Responsible operators that directly employ their workforce should not be placed at a competitive disadvantage against business models with lower employment costs. I would welcome consideration of how TfL can use its existing private-hire licensing powers to reinforce appropriate employment standards.
A managed delay to the implementation of these regulations would not meaningfully weaken the purpose of the legislation. It would however give TfL the opportunity to ensure that the new regime is workable, protects passengers and workers, and allows responsible operators to continue serving Londoners.

Haha, how about third hand?! The audit actually says we should futureproof graves by planning for triple-depth burials! But grave use is definitely something we should think about more - it's interesting that only 7 boroughs are currently reusing graves, despite the power they have to reclaim/reuse.

It states that London boroughs can reclaim and reuse graves after a minimum of 75 years, must serve notice before reclamation, and cannot proceed for at least 25 years if the registered grave owner objects. It also notes that law reform on grave reuse is currently underway through the Law Commission’s 13th Programme of Law Reform.

Another issue is that costs vary wildly - some of the green areas are also very pricey (e.g. Barnet).
