1: Incitement of suspicion. The argument is still neutral, but the reader may begin to suspect ulterior motive.
2: Justification. The main intent is masked with an innocuous, but equally true, secondary reason.
3: Relapse. The sense of security created by the justification is too strong, such that they feel comfortable letting their real self slip.
4: Reassurance. The arguer is aware they've said too much and breaks abruptly from the topic to one already discussed, using humor if necessary to further quell suspicion.

These bills are vague on how a platform "knows" a user is a child, leaving the default solution as age verification if not outright calling for its use.
Age verification itself is not the issue. The issue is the intrusive methods to verify someone's age that eliminate anonymity online.
They don't like us. They want to know who we are so they can declare us criminals.
